Purchase of Care
Delaware’s Purchase of Care (POC) program is a subsidy that supports early childhood and after-school education and care for more than 15,000 children from birth through age 12 who live within 200% of the Federal Poverty Limits. The ELC encourages the enrollment of children who receive POC and any other child with potential risk factors.
- For families receiving POC Funds and are enrolled at the ELC: Rate = State assigned co-pay. Co-pay is due weekly in advance of services.
DSS determines eligibility based on the need for service and income. The income limit is currently set at 200% of the Federal Poverty Level (FPL).
